RULES FOR THE JOSEPHS BOWL 2008 - FULL Inc Plate (Butterworth Trophy)

1.  All competitors must be members of the LCBA.

2. a) The competition is for teams of four. 

 b) A team may consist of up to six players, at least four of whom must be nominated for the Round 1 heat. Additional players, up to the limit of six, may be nominated to the Tournament Organiser at any time prior to playing in the event.

 c) Planned (non-emergency) substitutions. The planned use of more than four players in any single match must comply with the round 1 rules in the case of all multiple teams heats, rules 16 b) & d) in any round 2 triangular match, and with Appendix 3 in the case of all head-to-head matches.

 d) Emergency substitutions, by the fifth and/or sixth member of the team, may be made to cover cases of late arrival, illness during play etc. of any of the normal four playing members. Changes at other than the end of a stanza/round are subject to the consent of the opposing captain.

 e) The membership status of all competitors will be checked prior to Round 2, and any team using anyone other than paid up members in this or later rounds will be disqualified. If a team containing a non-member otherwise qualifies from Round 1, then this team may not participate in Round 2 unless each non-member becomes a member in the interim, or is replaced by another paid up member, subject to the overall limit of six.

 f) No team may take part in more than one Round 1 qualifying heat.

 g) No player who has played for one team may later play for any other team in either the Bowl or Plate.

3. a) Each player must provide a completed EBU 20/20A/20B style convention card that is to be made available to opponents. Pairs not having completed such cards should be furnished with LCBA Simple System (Standard English) Cards and required to play in accordance with these until personal EBU cards are completed. WBF style cards may not be used.

 b) Pairs with properly completed (2 paged) EBU 20 style convention cards, may employ EBU Level 2 (and 3) Permitted Agreements, as detailed in Section 11 of the 2006 Orange Book, incorporating amendments as per the LCBA 2007-08 Yearbook. However pairs wishing to include any Agreements only permitted at Level 4, again as detailed in Section 11 of the 2006 Orange Book incorporating amendments as per the LCBA 2007-08 Yearbook, must complete full (4 paged) EBU 20A or 20B style convention cards.

4. a) Any captain either wishing to appeal, or reserve the right to later appeal, against a decision of the Tournament Director or Scorer should inform the TD and the other captain of this and ensure that all relevant details of the hand and decision etc are recorded on a witnessed statement before leaving the venue.
Whether the actual appeal is immediate, or made later after reflection or consultation, it must be made in writing to the Tournament Organiser, to be received within seven days of the event.
(It is strongly recommended that in the home-play stages each captain brings a standard LCBA Appeal Form - downloadable from the Website - to each match.)

 b)  If a psychic bid is reported to the TD, he shall, on request, record the details of the board on which it occurred, and report them to the Tournament Organiser for the attention of the Laws and Ethics Subcommittee of the LCBA. The TD also has discretion to record and similarly report any departure from the system that he considers should be brought to its attention.

5. All results shall be treated as provisional until confirmed by the Tournament Organiser after receipt of the records specified in the rules and the determination of any appeal.

6. a) The winners of the competition will hold the Josephs Bowl for one year.

 b) Subject to prime allegiance
(i) the winners qualify to represent Leicestershire in the Pachabo Cup. If fewer than four of the team are qualified and available then the team may be completed by players from the runners-up as per EBU guidelines.
(ii) at least two pairs from the winning team will be invited to represent Leicestershire in a Midlands League match
(iii) the runners-up will be invited to represent the LCBA in the Macfarlane Cup.

 c) Monetary prizes of £70, £50, and two of £20 will be awarded respectively to the winners, runners-up and losing semi-finalists. If none of these are won by non-expert teams then a further prize of £20 will be awarded to the highest placed such team, subject to this team having qualified to proceed beyond the first round.

The definitions of non-expert players/teams are kept on files held by the Tournament Secretary, LCBA Qualified Tournament Directors and the General Secretary; are published in the LCBA Yearbook and may be accessed on the LCBA Website.

7.  The LCBA will award Local Master points on the Regional scale in Round 1 and Green Points thereafter.

8.  Teams MUST notify the Tournament Organiser if they wish to withdraw from the competition at any stage.

ROUND ONE:

9. a) Clubs wishing to hold a qualifying heat must notify the Tournament Organiser by 10 September 2007, giving details of the proposed date, time and venue of the heat, and stating the maximum number of tables that can be accommodated. Four dates, 19 September and 15, 16 and 18 October 2007, are reserved for such heats. Clubs may however elect to host a heat on any other day up to 20 October 2007 on which there is no scheduled LCBA event. Proposed dates earlier than 8 October 2007 will only be considered if the application is received at least four weeks before the proposed date. Full results of club heats must reach the Tournament Organiser within four days of the heat and in any event by 22 October 2007.

 b) Entries must be made directly to clubs holding qualifying heats.

 c)  Clubs will normally restrict entry to heats to teams based on their own LCBA members until 14 days before the heat. From that point, until 7 days before the heat, subject to the maximum not having been reached, clubs will accept entries from teams of LCBA members not belonging to the club on the same basis as those that do belong to the club. Visiting teams giving less than 7 days notice will not normally be accepted.

 d) The minimum number of competing teams in any heat is two. If only a single entry is received the team should be advised to enter a later club heat.

e) Table fees, other than the LCBA entry fee of £1.00 per head, are at the discretion of the club.

 10. a) Round 1 heats shall normally be run as Multiple Teams events; except that if only two teams enter they shall play a head-to-head match.

 b) (i) In a Multiple Teams event the total number of boards in play must be such that all teams play at least 20 boards. . See Appendix 1 for details of recommended movements.

(ii) Each board shall be scored in IMPs and the result of each match converted into a Victory Point score using the standard scale, a copy of which is provided as Appendix 2.

(iii) A captain with five/six players available may, at the end of any round of boards, introduce such extra players as substitutes for the remainder of the heat for either one player or pair in the original line-up. A player having either observed any play, or been in communication with other players may not be used as a substitute.

 c) In a head-to-head match each board shall be scored in IMPs and the result after 24 boards converted into a Victory Point score using the standard scale provided. (Appendix 2) The match shall be played in four stanzas of six boards. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a head-to-head match then such use must comply with Appendix 3.

11. a) Original Master score sheets showing the result, expressed in Victory Points, of each match played, together with the official table slips and the heat entry fees must be sent to the Tournament Organiser as soon as possible, meeting the deadline stipulated in Rule 9(a).

 b) The table slips should show the seat orientation, the surname and a forename of all participating players, and, if more than 4 players used, how many boards each played.

 c) Clubs should not issue Master Points for Round 1 - see rule 7.

12. a) Those teams finishing within the top half of the bona fide entry in each Round 1 heat, together with any team receiving a bye, will qualify for Round 2. Bona fide entrants are teams with at least four LCBA members that, if qualifying, propose to play in Round 2.

 b) Additionally, subject to an overall limit of 26 teams, any other eligible team either (i) obtaining 50% or more of the available VPs unless placed last in the bona fide field, or (ii) finishing exactly midway, or in a tie involving the middle position, in the bona fide field will be admitted to Round 2. Such teams will be ranked in accordance with their Round 1 Victory Point percentage.

 c) Clubs should not attempt to resolve any tie for a last qualifying place, except in a head-to-head match where rule 10 c) applies.  The LCBA will, subject to 12 b), normally admit all such tying teams into Round 2.

 d) All bona fide entrants that fail to reach Round 3 of the Josephs Bowl qualify to play in the Plate (Butterworth Trophy).

ROUNDS TWO - FOUR

13.  The schedule of dates, and playing charges for these rounds is: 

    Round 2:     Wednesday 14 November 2007 [£3.00 per head]

    Round 3:     Wednesday 12 December 2007 [£3.00 per head]

    Round 4:     Wednesday 30 January 2008 [£3.00 per head]

ROUND TWO

14. a) Round 2 will comprise as many head-to-head matches as necessary to reduce the field to 16 teams for Round 3.

 b) Byes will be given.

(i) Firstly, to the teams finishing within the top half of the bona fide entry in each Round 1 heat ranked in accordance with their VP percentage scores in that round.

(ii) Secondly, if all such teams receive byes, then to any other eligible team either (a) obtaining 50% or more of the available VPs unless placed last in the bona fide field, or (b) finishing exactly midway, or in a tie involving the middle position, in the bona fide field; all such teams being ranked in accordance with their VP percentage scores in that round.

(iii) Finally, if necessary, to a team having a bye in Round 1.

c) The teams required to play in Round 2 shall be ranked in accordance with their category (i), (ii) or (iii) in 14 b), and then, within each category by their Round 1 percentages. The first ranked overall will be paired with the last overall, the second ranked with the second last etc.

 d) In the case of a withdrawal too late to advise the highest ranking that they have a bye then if possible the two highest and the lowest ranking shall play a triangular match with two to qualify. If the withdrawal is after other matches are started then their by now designated opponents shall have a bye into round 3.

15.  Such head-to-head matches shall be played in four stanzas of six boards, boards being scored in IMPs. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a match then such use must comply with Appendix 3.

16. a)  Such triangular matches shall be played in two sessions, in each of which 12 boards are played; six against each other team, boards being scored in IMPs. The two teams to qualify for Round 3 will be determined by the total number of matches won, with a draw counting as half a win; and if each won one match then by the total net IMPs over these three 12 board matches.

 b) Prior to the start of play each captain shall independently inform the Tournament Director of which two of his four (five or six) players will sit North-South and which two will sit East-West in the first session. After that session has been scored he will provide the same information for the second session. There are no seating rights; captains are required to make their dispositions without knowledge of those of the other teams.

 c) Ties between just two teams jointly first shall be split by the drawing of lots.

 d) In the event of any other tie the captain of each team involved must nominate two pairs to represent his team throughout the tie-breaking process. No further changes to the line-up may be made.

 e) If the tie is between just two teams jointly second and third then this shall be resolved by the result of the tie-match between these two teams. If that too was tied then this tie shall be resolved as in 15.

 f) If it is a three-way tie then a single session of two board matches shall be played, organised as in 16 b), and this shall be repeated until at least one team is no longer in a tie with the other(s).

 g) If the tie is thus reduced to one between two teams jointly first and second, this shall be split as in 16 c).

 h) If however the tie is thus reduced to one between two teams jointly second and third, this shall be resolved by the result of the tie-match between these two teams. If that was tied then this tie shall be resolved as in 15.

ROUND THREE

17.  A public draw, to allocate the pairings in Round 3 and for the rest of the competition, will be made on the evening on which Round 2 is played. The Team drawn for the first listed position in the draw shall be deemed the home team in Round 3 matches..

18.  All matches shall be scored in IMPs, and played over 24 boards in four stanzas each of six boards. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a match then such use must comply with Appendix 3.

ROUND FOUR

19.  In Round 4 the team qualifying for the first listed position in the draw shall be deemed the home team.

20.   All matches shall be scored in IMPs, and played over 32 boards in four stanzas each of eight boards. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a match then such use must comply with Appendix 3.

HOMEPLAY STAGES:

21 a) In all matches the team qualifying for the first listed position in the draw shall be deemed the home team.

 b) All matches shall be scored in IMPs, and played over 32 boards in four stanzas each of eight boards. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a match then such use must comply with Appendix 3.

22 a)  The semi-final and final should take place by agreement between the teams concerned, subject to these date limitations – 13 March & 16 April respectively..

  b) Within seven days of the pairing being confirmed, the away team captain should offer to the home team captain, a minimum of three weekday evening dates, not clashing with any LCBA event, spread over a period of at least eight days, with a minimum of seven clear days notice of the first date. Not all dates offered should be for the same day of the week. Any failure to make a timely offer, or to accept a date within a further seven days, should be reported to the Tournament Organiser who will seek to expedite the playing of the match but who has the discretion to default one or both teams.

  c) In all cases the home team will be responsible for venue arrangements, including the payment of any table money.

  d) The results of these privately played matches must be notified by both teams to the Tournament Organiser within seven days, and never later than the closing date of the round. The return must include the names of the players in each team and how many boards each member played.

  e) In these privately played matches, unless a prior arrangement to the contrary is made, the Away Captain shall be designated as Tournament Director

THE JOSEPHS PLATE (BUTTERWORTH TROPHY)

B1 This competition is for bona fide entrants to the Josephs Bowl that are eliminated either in Round 1 or Round 2 of the Josephs Bowl. All such teams are automatically entered unless they inform the Tournament Organiser that they wish to withdraw.

B2 a) If only two or three members of the team that played in the Josephs Bowl are available, then additional players up to the overall limit of six may be nominated to the Tournament Organiser prior to participation in the Plate.

b) Any such additional players must not have played previously for any other team in the Josephs Bowl; nor may they subsequently play for another team in either.

c) Planned (non-emergency) substitutions. The planned use of more than four players in any single match must comply with Appendix 3.

B7 The LCBA will award Local Master points on the District Scale.

B8 a) The competition will be organised on a knock-out basis.

b) All matches shall be scored in IMPs, and played over 24 boards in four stanzas each of six boards. If, as is normal, each captain plans to deploy just two pairs in the match then each pair shall play alternate stanzas against each opposing pair. In the event of a tie a further 4 boards shall be played, two against each pair. This procedure shall be repeated until a result is obtained. If either captain plans to use more than four players in a match then such use must comply with Appendix 3.

B9. a) Round 1 will comprise as many head-to-head matches as necessary to reduce the field to exactly 8 teams (or another power of two) for Round 2.

b) Byes will be given
(i) Firstly to teams that played in Round 2 of the Josephs Bowl ranked in accordance with the IMP margin of their loss in that round.
(ii) Secondly, if all such teams receive byes, then to any other eligible team either (a) obtaining 50% or more of the available VPs unless placed last in the bona fide field, or (b) finishing exactly midway, or in a tie involving the middle position, in the bona fide field, in a Round 1 Josephs Bowl heat, but not admitted to Round 2 by the application of the 26 team limit; all such teams being ranked in accordance with their VP percentage scores.
(iii) Finally, if necessary, to other bona fide entrants to the Josephs Bowl eliminated therefrom in Round 1; all such teams also being ranked in accordance with their VP percentage.


c) The teams required to play in Round 1 shall be ranked in accordance with their category (i), (ii) or (iii) in B9 b), and then, within each category as in B9 b). The first ranked overall will be paired with the last overall, the second ranked with the second last etc.

d) The allocation of pairings for Round 1 in accordance with these principles will be made and notified to competing teams within seven days of the completion of Round 2 of the Josephs Bowl. The higher ranking team shall be deemed the home team in each match.

Round 1 matches should be played on or before Wednesday 12 December 2007

e) If a team withdraws after the pairings have been distributed their opponents will receive a bye into Round 2.

B10. a) A public draw, to allocate the pairings in Round 2 and for the rest of the competition, will be made on the evening on which Round 1 is scheduled for completion. The team drawn for the first listed position in the draw shall be deemed the home team in Round 2 and subsequent matches.

b) Round 2 matches should be played on or before 30 January 2008, and those in the semi-finals and final by 13 March and 18 April 2008 respectively. [N.B. Subject to rescheduling if original entry outside expected range.]

B11. a) It is expected that all matches will take place at times, dates and venues agreed between the captains

b) The away captain should, within seven days of the pairing being confirmed, offer a minimum of three weekday evening dates, not clashing with any LCBA event, spread over a period of at least eight days, with a minimum of seven clear days notice of the first date. Not all dates offered should be for the same day of the week. Appendix 3:
Regulations relating to the PLANNED use by either captain of more than four players in a single head-to-head match

A If a captain intends to field a team of more than four players then he must inform his opposite number of this, indicating the three partnerships involved, before the line-up for the first stanza is arranged.
B Planned changes in line-up may only be made between stanzas.
C The two pairs deployed in the first stanza are deemed to be the PRIMARY pairs; the pair introduced later is deemed to be the SUBSTITUTE pair. This substitute pair can include a member of a primary pair.
D The SUBSTITUTE pair may replace, in different stanzas, just one or both of the PRIMARY pairs; but neither PRIMARY pair may be used as a substitute for the other PRIMARY pair.
E No captain may make a planned change that would result in ANY pair deployed in precisely two stanzas playing both of these against the same opponent pair.
It follows that:
i) One PRIMARY pair may be replaced in ONE stanza by a SUBSTITUTE pair without restriction.
ii) If the SUBSTITUTE pair play in precisely TWO stanzas, whether twice as substitutes for one primary pair, or once for each of the two primary pairs, then the SUBSTITUTE pair may NOT play both of these stanzas against the same opponent pair
iii) If the SUBSTITUTE pair play in a THIRD stanza then if they replace one PRIMARY pair in precisely TWO stanzas, then these two stanzas may not be ones in which that primary pair were scheduled to play the same opponent pair.
F In the event of a tie, the captain of each team of more than four must nominate two pairs to represent his team throughout the tie-breaking process. No further changes to the line-up may be made.
