This is an annoying hand, too good to Pass but nothing really attractive and descriptive to bid. I suppose that if you polled a variety of bridge players of all standards you might end up with the following selection: Pass, Double, 1, 1NT. It is difficult to imagine any other possibility. How would you rate those actions?
