Surely not! At the vulnerability, opposite a passed partner, to bid 1 is just foolish, after all, it doesn't even indicate a good lead. The hand comes from a teams of eight match where one intrepid player did indeed bid 1 - details of how that fared follow. Assuming you Pass, your left hand opponent bids 2NT and this is raised to 3NT. Your partner leads the 10 and you see:
